[pfSense] squid and loadbalancing

I'm currently running pfsense with 2 WAN with package squid running and
transparent proxy enabled. When my WAN is down, users cannot browse any
website. When I deactivated the Transparent Proxy, users was now able to
browse the Internet. I tried to do a research and it seems there's a
conflict on squid and loadbalancing setup. I tried to put *tcp_outgoing_address
127.0.0.1;* on my *custom options* in squid but it doesn't work. My current
version is 2.0-RC3. I'll be upgrading to stable version this coming weekend.
I just would like to know if this has been fix on 2.0 stable version.

Any recommendation on how to fix this problem? TIA
