[pfSense] Firewall Rules are not working

I have Pfsense2.0.1 installed with Dual WAN load balancing, but any
firewall rules i have created on LAN is not working for instance i have
created one rule for Block any services particularly for 192.168.10.14 IP

Action                                Block

 Interface                              LAN
 Protocol                               TCP
 Source                                Single host or aliase - 192.168.10.14

Source port range                    any
 Destination                              any
 Destination port range                any
 Log  Description                          Block IP20



But the host is able to brows web and all services in LAN
Please hep me where i am doing wrong
